Article IV – Executive Committee

Section 1. Composition 

The Executive Committee shall consist of the following voting members:  

  1. President as Chair 
  2. Internal Vice President 
  3. External Vice President 
  4. Speaker of the Senate 
  5. Appointments Board Chair 
  6. Standing committee chairs 
  7. Government Liaison Committee Chair 
  8. Freshmen Campus Leadership Associates Co-Directors 
  9. ASUN Grants Selections Committee Chair 
  10. Environmental Leadership Program Chair 
  11. Graduate Student Assembly President 

 The Executive Committee shall also include the Director of Administration, the Chief of Staff, and an RHA (Residence Hall Association) Liaison recommended by the RHA President and appointed by the ASUN President as non-voting members. In the event that multiple chairs are appointed to one committee, each chair shall receive an equal fraction of one vote such that each committee’s vote totals one. 

 

Section 2. Chief of Staff 

The Chief of Staff shall be an hourly-paid student staff member of ASUN Student Government. Their primary roles shall include:   

  1. Organizing and overseeing projects; 
  2. Coordinating information and attending meetings as assigned by the President; 
  3. Serving as the Association of Big Ten Students Liaison; 
  4. Serving as a non-voting member of the executive committee; 
  5. Other duties as assigned by the President, Director of Administration, or their designee. 

 The Chief of Staff does not serve in a representative role but can serve on behalf of the President. The Chief of Staff shall serve at the discretion of the President and will be appointed by the President at the beginning of the new term or in case of vacancy. 

 

Section 3. RHA Liaison 

 The RHA Liaison shall serve as the primary point of communication between ASUN Student Government and the Residence Hall Association (RHA). Their primary roles shall include: 

  1. Giving a weekly report to the ASUN Senate updating them on resident concerns and RHA projects; 
  2. Collaborating with ASUN senators, committee members, and executive members on joint projects between RHA and ASUN; 
  3. Communicating ASUN-related concerns to UNL Housing and Dining and reporting back relevant updates; 
  4. Elevating any ASUN legislation or initiatives related to residence life to RHA for input or review; 
  5. Other duties as assigned by the RHA President or the ASUN President. 

 The RHA Liaison shall be appointed annually by the ASUN President and shall serve as a non-voting member of the Executive Committee. The RHA Liaison does not serve in a representative ASUN role but serves on behalf of RHA. The RHA Liaison shall serve at the discretion of the RHA President and may be replaced in the event of vacancy or failure to fulfil responsibilities. 

 

Section 4. Meetings 
  1. The Executive Committee will meet at the call of the President with no less than twenty-four (24) hours’ notice. 
  2. The quorum for the Executive Committee will be a majority of the voting members, unless other stated in the Constitution or these Bylaws. 

 

Section 5. Duties and Powers 

The Executive Committee shall: 

  1. Distribute general information to committee chairs. 
  2. Refer all legislation to a standing committee. 
  3. Approve signs for senators to post in their respective buildings. 
  4. Attend all Senate meetings, unless otherwise excused by the Speaker of the Senate, and give executive reports. 

 

Section 6. Disciplinary Procedures 
  1. The Internal Vice President may dismiss a standing committee member or chair, if said individual has committed any of the following infractions: 
    1. Accumulating two (2) absences from committee meetings, during a single term, without reasonable excuse as determined by the committee chair. 
    2. Manifesting negligence generally in assigned duties. 
    3. Committing any action unbecoming of an ASUN member. 
  2. The individual may appeal the dismissal within 10 academic days to the Executive Committee.  
  3. In the case of an appeal, the Executive Committee will conduct the hearing in closed session but will vote on the appeal in open session. A two-thirds (2/3) vote is necessary to grant an appeal.
